Video of the incident spread quickly online and appeared to show officers trying to take Chappell into custody while a Clarksville Police Department K-9 bit him. The Clarksville Police Department later confirmed it had opened an internal use-of-force investigation into the K-9 deployment. The officer involved was placed on administrative leave while the department reviews the incident. After Chappell’s death, the Tennessee Bureau of Investigation stepped in at the request of 19th Judicial District Attorney General Robert Nash. The TBI said the investigation is active and ongoing.
